And then starting from 2004 onwards the I.S.I. started a new game. They opened a second front, this time in the Eastern and North Eastern border of India. From the fag end of the 2004 the I.S.I. started to shift a number of its operatives to Bangladesh and the N Eastern borders of India namely Assam and Tripura. The side by side relocation of terrorist bases initiated a new operation - 'Operation Pincode'.
This Operation's focus was on creating a coalition of different terrorist groups
operating in Northeastern India and Bangladesh. This coalition is a mirror copy of Syed Salahuddin’s United Jihad Council. The Bangladesh chapter of the Jihad Council is led by Harkat-ul Jihad al Islami Bangladesh (HuJI) and comprises Jamaatul Mujahideen Bangladesh (JMB), Al Hikma, Jamaat-e-Tulba, Jammat-ul-Muderrasin, Islamic Chhatra Shibir, Islamic Oikyo Jote, Immam Parishad, Islamic Shahsantantra Andolon, Bangladesh Khilafat Majlis and Hizbul Tehrir and United Liberation Front of Assam. Both HuJi and JMB have been involved in terrorist incidents in Kashmir and have trained together in camps set up by the ISI in Afghanistan and Baluchistan.There are intelligence reports that the ISI has tied up with the Bangladesh Directorate General of Forces Intelligence (DGFI) to implement “Operation Pin Code”.
